The
systematic implementation of e-Learning allows a number
of specific advantages in the upcoming development of
the Ethiopian higher education system. The planned strategic
cooperation between Ethiopia and Germany in the field
of higher education, which is beyond the general benefits
of e-Learning in terms of flexibility in time and space
the more specific advantages will be:

German Universities in the consortium of the Virtual University
of Applied sciences has already developed complete online-programs
on Bachelor- and Master-level that represent state of
the art in subject and methodology. These programs are
accredited by neutral agencies, compliant in their modular
structure to the European Bologna-process and used in
regular studies by German Students since 2001.

The on campus-production process for high-quality E-Learning
content developed at the Lübeck University of Applied
Sciences enables an easy localization of the content
by Ethiopian partners. This technology supports advance
didactical scenarios for online-learning on a high competitive
edge and defines a unique marketing proposition of the
on campus-methodology. By implementing this process
in Ethiopia, it can be used for the quick adaptation
of existing content to local demands. This is an important
factor for the deployment this system to higher education
that fits the specific needs of Ethiopia specifically
and on African counties in general, due to the replicable
nature of the system.

Train-the trainer-programs are available to develop
e-Learning- skills in Ethiopia step-by step as well
as top-down. This system enables those qualified teaching
staffs to develop their own (local) E-Learning content,
and/or to customize existing online-courses based on
the given advanced collaborative learning-scenarios
authoring systems. In this case, the existing rich experiences
of experts on campus (and their collaborative partners)
are important resources with can be(re) used and transferred
to Ethiopia and other countries.

The education over internet allows academic twinning
between German and Ethiopian teachers without too much
of traveling (virtual mobility). This will enable a
more sustainable twinning than just by the classical
approach of moving teachers between the countries.

The integration of E-Learning modules into the Ethiopian
educational system especially at the new universities.
This enables universities to provide future oriented high
quality and more practice-oriented education. With this
the traditional problems (poor access and equity, irrelevancy,
poor quality and less student - centered or less self-initiated
education system) will be solved. That also means building
up learning-communities of students among the universities
and a more profiled skill deployment to be available at
all universities but could be shared among the universities.

E Learning enables Ethiopian students to learn in international
online communities without leaving their countries. This
combines the advantage of learning in an international
setting with training in localized environment and could
help to prevent the effect of "brain drain".

Integrating E-Learning into the Ethiopian higher education
will assist the deployment of "digital literacy"
in tem of efficient use of Internet for cooperation and
collaboration. This will be an important factor to develop
skills towards an international information-society and
the building of capacities for economic growth and entrepreneurship.

Early adopting of advanced E-Learning methodologies in
higher education creates competitive advantages for the
Ethiopian higher education in other African countries.

The pilot e-learning project to be implemented in the
coming few months by on campus in cooperation with Admas
College and Association to Support eLearning and Healthcare
in Developing Countries (ASELEH e. V.) lies the first
cornerstone and is a spring board to other sustainable
project. This allows and makes indeed, on campus to
be the first institution to basically analyze the education
system and to design and enhance sustainable strategy
in Elearning in Ethiopia and Africa (even in developing
countries at large).
